In the last century, the world economy was founded mainly on oil, gas and gold, but now it is formed on high technologies. In most countries of the world, innovative technologies are widely used in all sectors of the economy, decisions are made to meet the needs of the information society, e-state and government, e-government, e-management, e-commerce, education and other areas, new systems and activities are identified. The use of high technologies in the production of industrial products, including defense industry products, is increasing day by day.
The application of high technologies in the economy has led to the emergence of a new economy, its globalization, changes in the composition of influential factors, the coverage of a more modern, broader range of factors of economic development. Today's economy, as a result of the influence and application of innovative technologies, has commenced to develop on a new, information-based basis, taking the best features from its predecessors.
In modern times, when rapidly developing new technologies replace each other, Azerbaijan also attaches great importance to the development of this realm. Thus, for the first time among the CIS countries, the fixed telephone network in Azerbaijan has been fully electronic, all regional centers of the republic have been connected to the main fiber-optic telecommunications network. Azerbaijan has the safest Data Center in the region. One of the greatest achievements of Azerbaijan in recent years in the field of high technology is to become the only country in the region with a space industry.
One of the steps taken to develop a competitive and highly export-oriented, innovative technology industry in the country was the establishment of the High Technologies Park attached to the Azerbaijan National Academy of Sciences, which conducts research and experimental-design work to develop, elaborate or improve high technologies and apply their results in industry, services and other fields. This organization provides financial and organizational support to reinforce the Azerbaijani economy, attract foreign investments and expand the production of information-communication technologies in the country, innovative initiatives (startups).
Although the most advanced technologies in modern times offer great advantages in medicine, agriculture, industry, military and civilian purposes, unfortunately, we can come across the cases of abuse of technology products, their use for hateful, and terrorist purposes.
Thus, on September 27, Armenia violated the 30-year-old ceasefire by launching an attack in order to expand its illegal occupation of the territory of the Republic of Azerbaijan. During all these years, Armenia did not liberate the lands of the Republic of Azerbaijan in accordance with UN resolutions (822 - 30 April 1993, 853 - 29 July 1993, 874 - 14 October 1993, 884 - 11 November 1993) and on September 27 this year, at 06:00 am, attacked in an attempt to occupy larger areas of Azerbaijan. From the first days of the attack, the main target of Armenia was the civilians and civilian objects.
As a result of the conflict that began in 1988, Armenia occupied 20 percent of the territory of the Republic of Azerbaijan, more than 1 million Azerbaijani citizens were forcibly displaced, 20,000 were killed, 50,000 were disabled and 4,000 were missing. The atrocities committed by Armenian terrorists during the Khojaly genocide shook the whole world.
Armenia is hiding behind a humanitarian ceasefire and pursuing a policy of terror against civilians. On October 11 of a current year, a terrorist attack by Armenia targeted the civilian population of the city of Ganja, located 60 kilometers from the conflict zone of Azerbaijan, killing 10 civilians and injuring 34 others. Four civilians attending a funeral at a cemetery in the city of Tartar were killed and four others were wounded when the Armenian Armed Forces again targeted civilians on October 15. Meanwhile, the Armenian army is targeting civilians in Goranboy, Naftalan, Aghdam, Barda, Yevlakh, Agjabadi, Beylagan, Fuzuli, Mingachevir and other cities and firing rockets and artillery.
During the military operations, the Armenian terrorist regime, targeting Azerbaijani civilians, grossly violated all known laws of war, as well as all internationally accepted protocols - the Geneva Convention, the Hague Convention.

As a team of the High Technologies Park of ANAS, we call on You - international high-tech producers, to stop the transfer of technology, as well as the sale of spare parts and cooperation with Armenian military companies and startups in order to protect Azerbaijan from Armenian aggression and increasingly destructive invader intent and not to mediate Armenian terrorist acts.
